Kuwait arrests three passport officers over fake entry-exit records
- Event Date
- 21 October 2025
- Summary
- The report, citing the Arabic daily Al Qabas, states that the Land Ports Investigations Department of the Criminal Investigation Department confirmed that three civil employees of passport control, stationed at the General Department of Land Ports, tampered with the Ministry of Interior's computer system for recording travellers' movements. The investigation began after information that two employees at the Nuwaiseeb crossing and one at the Salmi crossing had "abused their official positions by entering false travel data into the system".
They allegedly created fictitious entry and exit records for two female Kuwaiti citizens who were in fact outside the country. Coordination with the Ministry of Social Affairs and Labour revealed that the women were receiving financial assistance despite having left Kuwait months earlier. Verification by Saudi authorities is reported to have confirmed discrepancies between the actual border records and the data registered in Kuwait's system.
The Public Prosecution authorised the detention of the suspects. According to the report, the first two employees were arrested at their workplaces and "confessed to the charges", implicating a third employee from the Salmi Passports Department who assisted in manipulating the automated system. All three were referred to the competent judicial authorities, and "legal proceedings are underway in accordance with Kuwaiti law". No one is named.
USE IN A REPORT: a press account of an allegation at the stage of arrest and referral, relevant where the reliability of a Kuwaiti entry-exit (travel-movement) record is in issue. Cite it as a press report of what the authorities stated, with its date, and not as a finding; the outcome of the proceedings is not reported. - Kuwait Mirror Comment
- The report describes an investigation, detention and referral to the judicial authorities, not a judgment; the employees are presumed innocent until finally convicted, and the reported confessions are as the authorities described them to the press. On the evidential side, the report indicates that entry and exit data are entered into the Ministry of Interior's system by officials at the crossings, and that in this instance the discrepancy was identified by comparison with the neighbouring state's border records — a comparison a party disputing such a record may seek. Gulf News reports Al Qabas's account; the original report and any judgment should be obtained before the account is relied on.
